In 1965 a group of citizens concerned about the uncontrolled development taking place throughout the state and the destruction that accompanied it, formed a new organization. Created to remedy the state’s fast paced development, the Planning and Conservation League (PCL) was born.
For more than 40 years, PCL has fought to develop a body of environmental laws that is the best in the United States. Our staff works closely with Legislators to promote environmental legislation that protects and improves the California environment. PCL was the first organization solely devoted to making California a better place to live through enacting environmental protections. One of our greatest accomplishments was the enactment of the California Environmental Quality Act (CEQA), the most powerful environmental law in the state. PCL helped draft this critically important measure.
Lobbying Arm of the Environmental Movement
PCL partners with hundreds of California environmental organizations, to provide an effective voice in Sacramento for sound planning and responsible environmental policy at the state level. These partner organizations rely on PCL’s presence at the Capitol to not only shape environmental policy, but also keep them informed about issues of concern. Every year, hundreds of laws are passed that affect our quality of life and PCL has and continues to work to keep our cities livable and our wilderness pristine, among other things.
We give organizations, great and small, a voice they might not otherwise have. We speak for you and the environment in the halls of California’s Capitol to protect the air we breathe, the water we drink, the food we eat, and the land we love. Our name also represents both our history and our mission. PCL and all of its members and affiliates support effective planning for California’s future, and are committed to seeing conservation occur in California. We encourage you to become an individual member to not only gain access to the Legislature, but also to stay connected to issues that you care about and increase PCL’s efficacy!
PCL is a 501(c)(4) nonprofit lobbying organization, working in the State Legislature to enact and implement policies to protect and restore the California environment.
Our work has been recognized by an official resolution of the Legislature which stated that "participation on every key environmental issue before the State Legislature has demonstrated PCL's effectiveness in preserving the quality of life for all Californians."
Because PCL directly lobbies our elected officials for sound environmental legislation, contributions are not tax-deductible. You may make a tax-deductible donation to our sister organization, the PCL Foundation (www.pclfoundation.org), which does have 501(c)(3) status.
