Water Bond  

Californians will vote on the "Safe, Clean, and Reliable Drinking Water Supply Act of 2010" in November 2010. The act would issue $11.14 billion in general obligation bonds to finance water-related projects and programs including new dams, urban groundwater monitoring, and water recycling. At their peak, annual payments on the bonds would exceed $800 million.

While the bill authorizing this ballot measure was being considered by the legislature, the Planning and Conservation League (League) and several other environmental and environmental justice organizations opposed the bill for several reasons:

(1) The bond would allow more than $3 billion to be continuously appropriated for destructive dam projects without legislative oversight.

(2) The bond would allow public money to be used for environmental mitigation for projects that will only benefit special interests.

(3) Environmental programs in the bond will not likely see funding for years, while funding for destructive surface storage could be continuously appropriated.

(4) California has a projected budget shortfall of $21 billion for next year; allocating money for new dams while critical environmental programs and social services face cuts is bad for our state.
