In 1965, a group of concerned citizens formed the Planning and Conservation League (PCL) to protect California from the destruction caused by fast-paced and poorly planned developments. For over 50 years, PCL has has been working in the halls of California’s Capitol to promote cutting-edge policies that safeguard our lands, air, waters, and communities, while building strong coalitions and empowering the public.

PCL has been recognized by an official resolution of the Legislature which states that “participation on every key environmental issue before the State Legislature has demonstrated PCL’s effectiveness in preserving the quality of life for all Californians.”

Lobbying for Powerful Environmental Laws

For more than 50 years, PCL has fought to develop the best body of environmental laws in the United States. We work closely with Legislators to promote environmental legislation that protects and improves the California environment, making California a better place to live. One of our greatest accomplishments is helping to create the most powerful environmental law in the state, the California Environmental Quality Act (CEQA). The Voice for Many Members

Since it was formed, the Planning and Conservation League has been just that — a league of groups working together on policies to improve California’s environment. PCL partners with hundreds of California environmental organizations to provide an effective voice in Sacramento for sound planning and responsible environmental policy. We represent our partner organizations at the Capitol to shape environmental policy, and keep them informed about important issues.

We give organizations, great and small, a voice they might not otherwise have. We speak for you and the environment in the halls of California’s Capitol to protect the air we breathe, the water we drink, the food we eat, and the land we love.
