2011 Bills That Did Not Make the Cut this Year, but Will Have Another Chance Next Year

AB 591 (Wieckowski) – This bill would have defined “hydraulic fracturing” (aka ‘fracking’) and require a person carrying out hydraulic fracturing on behalf of an owner or operator at a well to provide to the owner or operator a list of the chemical constituents used in the hydraulic fracturing fluid and the amount of water and hydraulic fracturing fluid recovered from the well.

SB 517 (Lowenthal) – This bill restructures the governing board of the High-Speed Rail Authority (HSRA) and establishes conflict of interest restrictions on board members and authority employees and contractors

SB 568 (Lowenthal) – Styrofoam food container phase-out – Prohibits a food vendor from dispensing prepared food to a customer in a polystyrene foam (Styrofoam) food container after January 1, 2016. The goal of this bill is to reduce the 300,000 tons of Styrofoam waste sent to landfill each year by Californians.
